Full Professor of International Law at Roma Tre University - Department of Business Administration, where he teaches European Union Law, European Competition Law (in English) and International Economic Law

Founding partner of the VBL law and tax firm (since 1999), he has been a strategic consultant, as well as a member of the Board of Directors of companies in the communications, banking, listed companies and Foundations sectors, Chairman of Supervisory Bodies, as well as consultant to Independent Authorities.  

In 1996/7 he was an advisor to the Senate of the Republic on the liberalization of the telecommunications sector 

From 1999 to 2001 he was part of the Ministerial Commission that evaluated applications and formed the ranking for issuing broadcaster licences at national and local level. 

From 2016 to 2022 he was Conciliator at the ICSID, the Tribunal at the World Bank for the settlement of disputes between States and investors. 

Founder and Director of the Sovereign Wealth Funds Law Centre, a centre for legal studies on sovereign wealth funds established in 2011. 

At Roma Tre University, Director of REMEIC, Study Center on the rules of Markets, Businesses and Consumers, which has been dedicated for the last 10 years to studies on digital platforms, blockchain and smart contracts. He currently takes part of PRIN project on Artificial Intelligence and in two other projects (one with the Bank of Italy) on DLT Pilots.  

Speaker at national and international conferences, he takes part in national and international research projects. He is in the scientific committees of journals in the fields of communications and new technologies. 

He is a member of the teaching board of the PhD in Markets, Business and Consumers at Roma Tre University.  He leads, at the same University, the Laboratory on Product Placement, and he has taken part in the Observatory on Product Placement of the Communications Authority.

He was Vice Director and then Deputy Director of the Department of Business Administration at Roma Tre University (2013-2016), as well as coordinator of the Master in Energy and Environment, member of the board of the Master in Experts in European Funding and he is in the teaching board of the PhD in Markets, Business and Consumers.  

He was Visiting Professor in 2013 at the University of Barcelona and in 2008 at the University of Brasilia (UNB), as well as Visiting Scholar at Georgetown University in 1996. Furthermore, in 1996 he did an internship at the Federal Communications Commission (FCC). 

Author of monographs and specialistic articles on Electronic Communications Law, Digital Platforms, Blockchain, European Union Law.

He is fluent in English, French, Spanish and Portuguese.
